Wayne Encalarde, Jr. is an Entrepreneurial Ecosystem Builder and Organizational Behaviorist who specializes in small business development from both the macro and micro levels. He is an economic development professional, experienced consultant, and small business owner with a passion for research, education, and training. Proficient with business principles for growing small businesses, coaching & training business owners, as well as educating business students. International business consultant, volunteer, and work experience in Turkey, India, Belgium, the Netherlands, France, and Spain.

As the Manager of the Small Business Growth for the New Orleans Business Alliance (NOLABA). Wayne manages a number of the NOLABA’s programs such as the New Orleans Business Insight Tool an open data platform, the InvestNOLA Program designed to scale million-dollar companies owned by people of color and created the framework for the Small Business Ecosystem for the City of New Orleans. Wayne also developed the Crescent City Biz Connector a tool that allows business owners to find resources per their industry, stage of business, and services required. He also performs data analysis for the New Orleans Business Alliance. Wayne also serves as adjunct faculty at the University of New Orleans in the Management and Marketing Department. Teaching courses in Human Resource Management and Organizational Behavior. Prior to the New Orleans Business Alliance, Wayne worked at the Urban League of Louisiana as a Business Advisor for the Women’s Business Resource & Contractor’s Resource Centers.

Wayne is the founder of Encalarde Consultants, an Accredited Small Business Consulting firm and has consulted for the U.S. Department of State as a Professional Fellow in Turkey and a Legislative Fellow in India as a Small Business and Innovation Expert.
