Rose is an Executive Director in the State and Local Tax (“SALT”) Southeast Area Business Incentives Group of Ernst & Young LLP covering 6 States. She has a great professional team in major SEA local market areas. Rose identifies business incentive opportunities for clients in Southeast Area locations and has secured millions in savings for clients with facility or equipment expansion projects. She has an exceptional track record of establishing relationships and building partnerships with key government officials and the private sector to maximize business incentives for clients. Rose has helped clients realize significant benefits in areas such as state and local grants, local property tax reduction vehicles, training program reductions, expedited permitting, reduced land costs, refunds, sales and use tax abatements, enterprise zone benefits, income tax credits, infrastructure grants, and utility rate reductions. Rose has over 25 years of project management and economic development experience in local and statewide development. Prior to joining Ernst & Young, Rose directed economic development and corporate expansion programs for Fulton County (Atlanta, Georgia). Rose was in senior economic development governmental roles in Georgia, and was part of the Governor’s Task Force for Competitiveness. Also, Rose was a former senior projects manager for Oglethorpe Power Corporation in Georgia. In Georgia, Florida and other Southeast states, she has served as lead director on numerous major corporate relocation and expansion projects in industry sectors including office headquarters, financial services, telecommunications, technology, broadcasting and entertainment networks, manufacturing, distribution, etc. For example, Rose facilitated the approval of property tax and other incentives for numerous Fortune 100 corporate headquarters projects in the Southeast area. Major 2007 -2008 client wins include Office Depot, UPS- Georgia, Darden Restaurants, Gerdau Ameristeel, Home Diagnostics, CompuCredit, etc. She maintains close working relationships with high level local and state governmental entities in the Southeast Area and other major US markets.

Rose spends approximately 60% of her time with clients in Florida and Georgia, with excellent relationships with local and state level incentives decision makers. Rose has a strong knowledge base of real estate development, development finance and incentives, property tax, land use and zoning, community development, etc. Rose has secured millions in savings for clients and is regarded as a leader in the incentives industry nationwide. She leverages her experience to not only secure approvals of incentives but ensures that clients actually maximize benefits at the appropriate time as agreed to by local and state entities. Rose is a member of local and national Economic Development and real estate organizations. She is also very active with numerous local community based organizations in Atlanta.
