Milton J. Chambliss, CEcD, became the first CID/CEcD in the history of the Mississippi Development Authority while employed there in 1995. He has achieved his seventh recertification as a CEcD since. He presently serves as Executive Director for the Claiborne County Economic Development District and Port Director for the Claiborne County Port Commission. Chambliss has been instrumental in developing programs and policies that have resulted in Claiborne County Misssippi's retail economy increasing from $57 million to $73 million over a three year period. He has successfully managed development projects exceeding $100 million in new business investment, resulting in the creation of over 2,000 jobs in Mississippi during his career. Chambliss also was instrumental in the creation of the Mississippi Space Commerce Initiative for NASA at Stennis Space Center where he served as Commercial Operations Manager. This initiative resulted in the creation of a new remote sensing industry cluster in the Gulf South area.

The Claiborne County EDD became the first local Economic Development Organization in Mississippi to be recognized as an Entrepreneurial Support Organization by the Delta Regional Authority in 2016. Chambliss is now actively engaged in a strategic planning/recruitment process for the Mississippi River Port of Claiborne County. During Chambliss tenure as Chairman, AEDC/IEDC Accreditation Committee from 1995-2001, the University of Southern MS and CALED Basic Economic Development Courses were accredited.
