Cynthia Forland is Employment Security’s Chief Information Officer and Assistant Commissioner of the Workforce Information and Technology Services division. This division was created in May 2017 and merged two divisions: Information Technology and Business Integration and Labor Market and Performance Analysis (LMPA). Cynthia served as director of LMPA from 2012 to 2017, having served immediately prior as ESD’s director of research and policy.

Cynthia previously worked as a research and policy analyst for the Washington and New Jersey State Legislatures, primarily in the areas of health and human services. This included more than five years with Washington State Legislature’s Joint Legislative Audit and Review Committee. Cynthia has a Ph.D. in political philosophy from the New School for Social Research in New York.
