Joy followed a winding and varied career path that led her into the economic development field. This path included stops in personal lines insurance, factory work, sales, and office manager for a landscape architect before landing at the Lancaster (Ohio) Chamber of Commerce as the financial director. While working at the chamber, whose staff was regularly enlisted to assist the city and county economic development professionals, Joy was made aware of an employment opportunity with the county economic development office. Being successful in her bid for employment, she worked as the economic development assistant in the Fairfield County Economic Development Department before moving on to become the economic development specialist for Violet Township (Pickerington area) in Central Ohio. Joy has been in her current position for 6 years.

Joy is focused on a place-oriented style of economic development working with local leadership to position Hocking County and the City of Logan in such a way that both are ready to accept development in a business-friendly and ordered manner. This includes addressing infrastructure needs, zoning, and permitting.

Joy holds an Associate Degree in Applied Science and a Bachelor Degree in Technical and Applied Studies, both from Ohio University Lancaster Campus. She is also certified as an economic development professional by the International Economic Development Council (IEDC).

In addition to her responsibilities as executive director, Joy is President of the Logan Rotary Club, member of the Appalachian Partnership for Economic Growth (APEG) Advisory Committee, and serves as Southeast Area Director on the Board of the Ohio Economic Development Association (OEDA).
