Active business retention & expansion (BRE) programs promote business growth, job creation, and healthier economies. Despite widespread use of BRE programs, there has been little research into best practices or how to measure the impact of ongoing BRE programs. This workshop will highlight examples of BRE programs in small, medium and large communities, in addition to regional and state programs. We will explore BRE case studies presented by program representatives, demonstrate new innovations to evaluate BRE programs, and offer an interactive roundtable discussion of current BRE best practices.

University Circle is a neighborhood on the east side of Cleveland, Ohio. America's densest concentration of cultural attractions and performing arts venues, it includes such world-class institutions as the Cleveland Museum of Art; Severance Hall, home to the Cleveland Orchestra; the Cleveland Institute of Art; Case Western Reserve University; the Cleveland Institute of Music; the Museum of Contemporary Art Cleveland; the Cleveland Botanical Garden; historic Lake View Cemetery; the Cleveland Museum of Natural History; and University Hospitals/Case Medical Center. The area is also known as "The Circle" to locals. Encompassing approximately 550 acres. While the population of University Circle ranks on the lower end of Cleveland's 36 defined Statistical Planning Areas (SPAs), it ranks near the top in importance to the city's economic sector. Though the Great Recession has long been in the rearview mirror, many workers have not benefited from the subsequent recovery. In fact, in many communities, economic opportunities for the least-skilled have declined or become more difficult to access. IEDC's Economic Development Research Partners have undertaken a paper to study the issue of economic opportunity and identify what economic developers can do to create an inclusive economy. Attend this session to hear key findings from the paper, as well as case studies from communities that have undertaken successful initiatives to ensure broad-based prosperity.

Neighborhood Development Strategies

This practitioner-driven course uses the case study method to complement current neighborhood development theory. Participants will learn how to identify the major neighborhood actors, their objectives, and strategies for redevelopment, in addition to understanding the process for creating a strategic economic development plan to meet the neighborhood development goals. Specifically, this course will examine social capital (e.g., linkages, networks, talent, etc.), environmental capital (e.g., stewardship, residual management, etc.) and economic capital (e.g., investment and reinvestment) facing distressed neighborhoods and offer solutions to address local needs.

- Asset creation, wealth creation, and enterprise development & expansion
- Housing development, real estate speculation, and tax-base stabilization
