Angela Glover Blackwell

Angela Glover Blackwell, President and Chief Executive Officer, started PolicyLink in 1999 and continues to drive its mission of advancing economic and social equity. Under Blackwell's leadership, PolicyLink has become a leading voice in the movement to use public policy to improve access and opportunity for all low-income people and communities of color, particularly in the areas of health, housing, transportation, education, and infrastructure.

Prior to founding PolicyLink, Blackwell served as Senior Vice President at the Rockefeller Foundation, where she oversaw the foundation's Domestic and Cultural divisions. A lawyer by training, she gained national recognition as founder of the Oakland (CA) Urban Strategies Council, where she pioneered new approaches to neighborhood revitalization. From 1977 to 1987, Blackwell was a partner at Public Advocates, a nationally known public interest law firm.

Reinvesting and Repurposing Space for Retail Uses
Tuesday, September 27 | 2:15 p.m. - 3:45 p.m.

Retail is a critical component of a community's overall economic health and an asset that can help drive corporate relocation. Yet many cities struggle to attract retail with their existing building stock. Historic buildings (iconic, even) on key commercial corridors and corners often do not fit the typical profile retailers seek. However, with a little imagination and hard work, retailers and restaurants can thrive in repurposed buildings. This session will bring together a panel of retailers, retail consultants and economic development officials to discuss how they attracted retailers to older and seemingly obsolete buildings in your community.

What you'll learn:

- Retailer site selection requirements and protocol
- Financing and incentives available to support retail investment and reuse
- Imaginative solutions for older buildings

He has been responsible for over 17 million square feet of shopping center development including Victoria Gardens (Rancho Cucamonga, California), Short Pump Town Center (Richmond, Virginia), and Tower City Center (Cleveland, Ohio). In addition, he has been involved with many of Forest City's New York properties as well as Central Station in downtown Chicago.

His natural leadership, aptitude and work ethic has catapulted him into leadership positions within the industry at an early age, being recruited to his first Director level position in economic development for Broward County Florida, where he managed projects for a county of 31 municipalities and over 2 million people.
