Chelsea Levo Feary is the Economic Development Director for Owasso, OK. She has had the pleasure to work for the City of Owasso for over eleven years. Chelsea focuses her economic development work in Owasso on business retention and expansion, small business development, workforce development, job creation, research, data mining, marketing and public affairs. Chelsea is a graduate from the University of Oklahoma Economic Development Institute (OU-EDI) and a Certified Economic Developer (CEcD). She is currently pursuing a Master of Public Administration from the University of Oklahoma.

Chelsea is an Oklahoma native. She is a 1998 Oklahoma State University graduate with a Bachelor of Science in Journalism and Broadcasting with an emphasis in Public Relations. Chelsea worked in the Chamber of Commerce world for nearly ten years. She worked as the Membership Director for the Clarksville/Montgomery County Chamber of Commerce in Tennessee from year 2000 – 2001. Following that position, she worked as Military Affairs Director for the Christian County Chamber of Commerce and Fort Campbell, KY from 2001 – 2004. Chelsea returned to Oklahoma in 2004, where she made Owasso, OK her home. She worked for the Tulsa Regional Chamber as the Government Affairs Manager for over four years. Chelsea left the Tulsa Regional Chamber in 2008 to become Economic Development Director for the City of Owasso.

Chelsea volunteers her time with St. Henry Catholic Church in Owasso as an Adult Faith Formation facilitator, and as a Lay Minister. She volunteers with Catholic Charities of Eastern Oklahoma and serves on the boards of the Oklahoma Economic Development Council, Owasso Chamber of Commerce, Owasso Character Council, Bailey Medical Center, the Owasso YMCA and Workforce Tulsa. Chelsea is a member of the Oklahoma Governor's Economic Development Marketing Team and Tulsa's Future. She enjoys spending time outdoors running, hiking, and gardening; and she unwinds with yoga, writing, reading, and cooking. Chelsea’s favorite pastime is spending time with her husband, John Feary and her children, Ian (15) and Emma (13) and Meredith (24).
