Cary Hirschstein, Partner at HR&A Advisors, specializes in the structuring of effective policies, incentives, and programs supporting urban economic development, as well as the management of large-scale urban development projects. He brings over 15 years of experience advising public and private sector clients on complex economic development and real estate issues, and is a national expert in incentive structuring, evaluation, and deployment, bringing an understanding of the delicate balance between public policy objectives and private-sector risk exposure. As project leader for some of HR&A's most complex pre-development work, Cary directs large multidisciplinary teams through technical review, conceptual planning, negotiations and pre-approvals processes. He also serves as a trusted development advisor to a diverse range of nonprofit institutional clients, ranging from the New York Public Library to Houston’s Buffalo Bayou Partnership. Cary recently advised the cities of Cincinnati, Columbus, Philadelphia, New Orleans, and Indianapolis on the re-positioning of their incentive toolkits to support progress towards core public policy objectives, including working with the Indy Chamber in developing a Community Impact Network to link incentive recipients with public sector and nonprofit partners to advance inclusive growth and promote access to opportunity.
