Paula Dowell, PhD is a Principal with Cambridge Systematics with more than 17 years of experience in economic development including 14 years of experience focused on freight and logistics development planning. Dr. Dowell has worked in 35 states and 8 countries for both public and private sector clients. Her recent engagements include working with Class 1 railroads on market feasibility studies for intermodal terminals in Montreal and Pittsburg; cargo oriented development strategies for the new CSX hub facility in NC; logistics based development strategies for Mississippi Development Authority and Enterprise Florida; near-shoring opportunity assessment for a Florida based client; and multimodal freight and supply chain masterplan for Texas. Prior to joining CS, she served as the National Practice Leader for Freight and Economics at Wilbur Smith Associates. While there she managed numerous multimodal transportation, trade and tourism corridor studies including the Mexico Multimodal Freight Corridor Master Plan, the Northeast CANAM Connection Study, the Continental 1 Trade and Transportation Study, and the Latin American Trade and Transportation Study (LATTS). Dr, Dowell received her PhD in Economics from the University of Tennessee in 2000.
