City of Hornell Industrial Development Agency
JAMES W. GRIFFIN is the Executive Director of the City of Hornell Industrial Development Agency and President of the Hornell Area Chamber of Commerce and has headed both of these entities for over 38 years. He is Consultant and former Executive Director of the Steuben County Industrial Development Agency since 1986.
MR. GRIFFIN graduated from St. Bonaventure University in 1960 with a BBA and served in the US Army from 1963 - 1965 and the US Army Reserve from 1965 - 1972. Prior to 1972 Mr. Griffin was owner of Griffin General Tire.
MR. GRIFFIN is Past Chairman of the American Economic Development Council; Past Chairman of the International Economic Development Council - Honorary Life Member and Fellow Member; and a Certified Economic Developer for the past 20 years; Past Chairman & Member of Board of Directors of the New York State Economic Development Council – New York State Developer of the Year 1991.
MR. GRIFFIN is also a Board Member of Steuben-Chemung-Schuyler Workforce New York; Southern Tier Central Regional Planning & Development Board; Regional Economic Development & Energy Council; New York State New Market Tax Credits Task Force; and the Western New York & Pennsylvania Railroad.
MR. GRIFFIN helped create the City of Hornell Industrial Development Agency (CHIDA) in 1974 and has directed it since. Under his direction, the Agency has created over 3500 new jobs and retained over 1500 jobs. CHIDA has constructed seven industrial and commercial parks, five of which are fully occupied. CHIDA has constructed over four miles of new roads and streets and installed over seven miles of sewer and water lines. CHIDA has applied for and received over $20 million in State and Federal construction grants and loans and this has resulted in new private investment of over $200 million. CHIDA is a completely self- sufficient agency operating on a budget of over $1 million annually without any government assistance. This has all been accomplished in a city of under 10,000 population.
